Error: Couldn't duplicate requisition, you can't duplicate a requisition that's in your cart

Summary: We have encountered an error when we try create a new Requisition after cancelling another requisition. We get the error "Couldn't Duplicate requisition. You can't duplicate a requisition that's in your cart".

Steps to replicate issue:

-Create Requisition in RSSP

-Cancel the Requisition

-make sure cart is empty

-Try to recreate a new Requisition
