User not able to View New Purchase Requisition page.

Summary:

User not able to View New Purchase Requisition page. The user does not has the HCR PUR Requisition Preparer role assigned. We want user to only view the new Requisition redwood Page and does not want user to give the access of create requisition.
But HCR PUR Requisition Preparer role has create requisition privileges as well.

So is there any way that we can give user the access of View New Requisition Redwood Page (View Only) access. Please Suggest.

One way we got is to Create a custom Role with privilege (POR_MANAGE_REQ_WITH_PWA_PRIV). Except this is there any other way.
