Can a leader delete a competency from skills that was entered by worker?

Summary:

We are enabling leaders to manage competencies on the Skills and Qualifications page. Leaders can add, edit, and delete competencies, but we noticed they can only delete competencies they entered themselves. If a worker added the competency, the leader can edit it but cannot delete it.

Is this expected behavior or are we missing a privilege?
