Can HSA enrollments roll over each open enrollment?

We have FSA plans that end each fiscal year and the employee has to re-enroll. We also have HSA plans that should roll over each open enrollment with their same enrollment and coverage amount they had previously.

What we're finding is that the HSA employer plan rolled forward with it's set amount from the rate, but the HSA employee plan is not rolling forward and we're having to re-elect the plan and amount in our open enrollment event. Is there a way to have the employee plan roll over without a new election needing to be made? Per our plan rules, an HSA election can roll over each plan and does not have to be re-elected and re-enrolled.
