You can't merge candidate (IRC-1590853)

Summary:

You can't merge candidate because this candidate has job applications with offers in the HR phase. (IRC-1590853).

We have candidate with ex employee record and we're trying to merge him with ex-employee record. We're getting this error.

Candidate had error on due to position FTE while doing so he was moved to HR, Pending Manual Processing. Now we can't move him nor merge him

Anyone facing this issue? If yes what was the resolution?
