On create position (Redwood) page, the requistion dropdown doesn't populate any LOV

When we try to create a position in Redwood, the requistion dropdown doesn't populate any LOV. We are using seeded HR Specialist role.

Upon checking the oracle documention Human Resource Specialist (Job Role), seems like the below privilege - Use REST Service - Job Requisition Templates List of Values should be available in the HR Specialist role by inheriting the Workforce Structure Management duty role.

Upon checking our instances, the REST privilege is not available in the Seeded HR Specialist role. Any specific reason why it is not available in the seeded role?

Also, the privilege as such is not available/searchable in the security console.
