Allow Employee to Select Competencies in Performance Document Section

Is it possible to allow the employee to select their own three competencies from an LOV instead of defaulting them based on template defined content or job defined competencies. We want to avoid using a questionnaire to achieve this - we did this in the past and it was too many clicks. We want the competencies performance section to be the main driver.
