Is there a way to hide the Submit button from the Hiring Manager in Redwood Create Job Offer?

Summary:

We would like to know if there is a way to hide the Submit button from the Hiring Manager in Redwood Create Job Offer as we do not want our Hiring Managers to submit offers for approval but instead only click 'Save and Close'. We have this instruction in the Guided Journey but often times the Hiring Manager misses these instructions.
