Employees are not fetching in goal center and performance goal plan

Summary:

We have a client requirement to create custom role so executive have access to goals of his positions, parent position incumbent and all employees who has that same parent position. I have created a custom security profile, but data is not getting pulled.

In Performance Goal page using that custom role, i am able to fetch data through department LOV use but data doesn't get displayed through employee/Manager LOV.

In Goal Center page, Data only get displayed of position hierarchy of user through which custom profile was updated.
