Open a new event without restrictions with requests in suspended status

I would like to request your help with the following issue.

My client is currently managing benefit plans that are set to be in a suspended state (until a document is attached and approved or rejected by the administrator). These plans are recurrently activated through an unrestricted event.

The issue is that for employees who have requests in a suspended state, the new unrestricted events do not activate because they have a pending action and the plan is in a suspended state, so the new event does not activate and results in an error.

My client wants these actions to remain in a suspended state, but for the new unrestricted events to activate and allow employees to enroll in other benefit plans.
