How to create validation rule on Deliver To Location on Requisition Preferences Window in RSSP

Summary:

We want to restrict selecting certain Deliver To Locations (DLV) in Requisition Preferences Window. When they picked wrong DLV and Click on Update. It should throw error and make sure to correct DLV . I tried adding Error or Warning message and nothing worked. Please advise whether its possible or not.
