What role is needed to assign resources to the team on the SR

Summary:

I am having an issue where agent and manager roles are not able to search and add resources to the ticket. It produces no search results unless they have the administrator role. This true in both the quick action and in the ticket itself. Is the administrator the only role who can add resources. If not, what in the setup would be causing this?
