Designate dependent required for "Critical Illness Employee/Children" plan only when child added

Summary:

We have a requirement where "Critical Illness Employee/Children" plan is supposed to be available for both employee and dependent child enrollment. In case the employee has a dependent child, they enroll into the options of the plan and should be able to designate the dependent on the plan. In case there is no child added, the employee just enrolls themself into the option and the designate dependent should not be triggered.

Configuration setup: On the designate dependent train stop at plan type level of program configuration, designate dependent is setup as required. In the same train stop, on the life event tab, the setup is set as dependents can be added or removed for the life events. The eligibility tab is just set to child < 26.
