How to stop Redwood from auto-assigning the same resource instance to all operations?

Summary:

We noticed that resource instance assignment is not available on the Redwood Work Order Resources page, whereas in the Classic UI we can assign a resource instance at the Work Order Operation level.
In Redwood, when we schedule and assign a resource instance to a resource at a specific operation, the same resource instance is automatically assigned to all other operations that use the same resource code.

Ex: We have a Mechanical resource assigned to operations 10, 30, and 40.
When we assign a resource instance to operation 10 in Redwood, the same instance is also assigned to 30 and 40, which is not the expected behavior
