Goal sharing is not sending notification

Summary:

When worker shares a goal with any other colleague, there is no notification sending to the colleague.

We have enabled the Talent notification.

Also the notification mode is - In app.

I have tried enabling Alerts also. But still the notification is not sending. Please advise.
