Edit Goal Redwood screen not loading for Managers and Above role in 25D

Summary:

Managers and above role employees unable to open the Edit Goal Screen, they are facing this issue after the oracle fusion cloud 25 Upgrade.

also only Indian Managers facing this issue US managers able to edit.

also everything was working fine with 25C version.
