Can't add operation after WO completion by reversing last operation in Oracle Maintenance, Possible?

Summary:
We have a business requirement in Oracle Cloud Maintenance to add a new operation or reverse the last operation/ previous operations after work order completion, if there is a missed operation during execution. However, we're unable to add an operation even after performing a reversal on the last operation. Can this be done? Has anyone encountered this limitation and found a workaround, such as specific reversal transactions, creating a revised work order with new operation added, or other methods to handle missed operations?
