Succession Plan - Owners section

Hello Experts,

Regarding the Succession Plan feature, we understand that in order to add a candidate to a plan, the system can follow the security configured to the respective role, i.e., if the HR Managers only have access to United States, they will only be able to search and add candidates that belong to that country.

However, regarding the Owners section, we are not sure how the system should behave. Should the HR Manager search for and find all people or the results should only be restricted according to the AoR?

Does anyone have any insights/feedback about this? As we were not able to find any evidence about the behaviour of this section.
