Can the worker view the manager's ratings in the Provide Final Feedback state?

Summary:

I am configuring a simple performance workflow - a self-evaluation by the worker, followed by an evaluation by the first-level supervisor, followed by the Provide Final Feedback state by the worker. Unfortunately, the worker cannot see the ratings provided by the manager when the document is in the Provide Final Feedback state, even with the seeded Employee role. We are not using any personalizations.

Am I doing something wrong, or is this by design?
