Can an employee start self assessment of goals with Goals that have status "started"?

Summary:

We just implemented Oracle HCM and are now in Performance evaluation stage.

Employees have started their Self-Assessment but many have Goals that still have the status "not started". we like them to proceed with the Self-Assessment. Is this possible?
