Can we rename the Save button when creating an SR?

Summary:

My client would like to rename the 'Save' button when an Employee/ Agent creates a new SR. Their feedback, especially for users/ employees, is that it's not clear that they are actually submitting the SR when they click on Save and not saving it to potentially come back to before submitting. I can't see an option for this in VBS but has anyone managed to do this?
