Why does Withdraw action does not appear in Expense History ?

Oracle Fusion Expenses - Withdraw action does not appear in Expense History
Content (please ensure you mask any confidential information):
If an expense report is submitted, the expense history shows the user, date and time for the Submit action.
But if the user withdraws the expense report, the history does NOT show the user, date and time for the Withdraw action.
Why is that? Is that a standard functionality or am I missing a setup ?
