Benefit plan does not contain the year periods from program

Summary:

Hi

If the benefit plan does not contain the year periods from the benefit program, then will the plan be still available for enrollment for the years from program?

Also if we include multiple plans in the program and if in future I want to extend the availability of all plans, then is it ok if I only add year periods in the program or I have to add them in all attached plans?
