VBS Business Rule Condition not working based on Cost Center Field in Redwood Requisition

We are customizing the Redwood Requisition UI using Visual Builder Studio Express Mode.
We tried using the Configure Fields and Regions setup to create custom Form Rules for making Requisition Line DFF (Gameplan ID) conditionally required when the billing distribution cost center is equal to certain value.

We tried adding a condition in the form rule by selecting cost center field and using equals operation.
But this condition is not working.

How do we understand what are the exact expected values for Cost Center Field under Requisition Line label. Does it expect only numerical value (or) description of cost center (or) is a single or double quote needed with equality operator?
