Spectra not a scope option

I'm trying to set up the tool for Autocomplete Rules. But when I get to 2.4.3, step 5, the Spectra scope isn't an option for me.

2.4.3 Register the Helper Tool in IDCS

In order for the Redwood Personalization Helper Tool to interact with the HCM environment, and use the AI Agent Team, the tool should be registered in the OCI Identity and Access Management (IAM) domain associated to your HCM environment. This registration provides a Client ID, and Client Secret that should be entered in the tool Settings.
