User can load to one account but not another

I created to "plug" accounts for our users. One in the BS and one in the P&L. However, they are only able to load to the one in the BS and not the P&L.

I have checked the security on the accounts and it is for all users. I checked the valid intersections for the POV and the BS and P&L are in the same valid intersection. The prior year all periods is also valid. I checked user access and he has write access for all accounts and entities. We don't have restrictions on subs/depts.
