Matrix Manager not receiving Requested Feedback Received Notification

Summary: In 25D Oracle rolled out "Notify Matrix Managers When Requested Feedback is Shared with Managers". We were able to set up new feedback templates to include the matrix manager, however when the feedback notifications go out, they are only going to the line manager. We have verified that we are using the correct notification of "HRA Feedback is provided" and that the "Notification Manager Type" for Anytime Feedback has the Matrix Manager listed.
I have a SR 4-0001313967 open but wanted to see if anyone has been successful getting this new feature to send out email notifications to the matrix managers.
