external candidate not downloaded job offer

Summary:

We are currently experiencing an issue where external candidates are unable to download job offer letter. T

There is no error message being thrown. The candidates have reported that when they click the attachment, a new tab opens but the download for the attachment never initiates.

I have not been able to replicate the issue in our non-prod environments
