HR users are unable to view data in a critical OTBI report

Summary:

i have created a custom OTBI report in Oracle Fusion HCM.
When Managers run the report, they are able to see data correctly for both direct and indirect reports, including parameter values and report output.
However, when an HR user runs the same report, no data is returned. The report executes successfully but displays a “No Data” result set.
