Add new action "On Hold" for job requisition

Summary:

Hi Everyone,

We've requirement of adding new action "On Hold" for job requisition.

When we select this action for a requisition, we expect it's active on external career site just like a normal open-posted job requisition so that candidates can apply for job and in oracle hiring section, this job requisition state should be "On Hold".

I've checked many CCC discussion related to job requisition state and oracle docs

but it was not helpful.
