can't inactivate old development goals in redwood

Summary:

Employees existing goals from previous years are coming in this year performance document. As we migrated to removed based on oracle mentioning that if a goal is inactivated it will not come in the current document so when we are trying to inactivate the goal we get the below error.

This is a chicken and egg situation unless we inactivate a old development goal it will appear in the document but we can't inactivate the old goal because it is evaluated in the previous performance document.

How can this issue be fixed ?
