Employee Records are Inactive & Offer Assignments are Active

We are trying out the Remove Person Information process and when tried for around 529 records 215 records were not picked up by the process.
With Oracle support help we understand that those 215 records have Active Offer Assignment due to which the process is rejecting them.
We followed steps in the below document, still the result is same.

Can anyone advice on making the Active Offer Assignments to Inactive.
