Can we make the ORC veteran question "match" the Core HR veteran questions?

In Oracle Recruiting, candidates are asked to fill out veteran status and the options are:

1. Decline to Self-identify
2. Not a Protected Veteran
3. Protected Veteran Declines to Self-Identify

That third option does not make sense (any chance it is a typo and should actually be simply "Protected Veteran"?) but if Option 3 is correct, is there any way it can match the options in Core HR? (Screenshot below.) Without these additional questions, "Protected Veteran Declines to Self-Identify" really makes no sense.
