Action item for waiver plan certification

Hello,
I'm setting up a waiver plan, and I want to require proof when the employee makes that choice.

We've identified an action item called "WVPRTNCTFN" – "Waive Participation Requires Certification".

However, this action item doesn't appear as a selection option in my waiver plan.

Can anyone tell me where this action item should be configured?
