Redwood Skills and Qualifications Profile Strength Bar Not Appearing

Summary:

We have enabled the Redwood page for Skills and Qualifications page. However we've noticed that when HR specialists navigate to an employee's skills and qualifications page they no longer see the Profile Strength bar and they used to be able to see this on the Responsive pages. Please see screenshots attached. As an employee they can still see the Profile Strengths bar in Redwood (see screenshot below). We've also looked in VBS to see if there was something we needed to turn on but there is nothing that controls profile strength bar visibility.

Does anyone know if there is a privilege that we need to enable for HR specialists to view the Profile Strengths bar in the Redwood UI of Skills and Qualifications page?
