Performance ratings are missing while printing the performance document

Summary:

When we are printing the performance document, the performance ratings are missing from the report. As per the seeded report "PerformanceDocumentWorkerAndManagerRatings" it should contain the rating descriptions which are missing currently for all the performance documents.

We believe that this bug is due to the Section ratings mandated as "Not Allowed". For the templates with Section ratings mandated as "Optional Without Warning", there is no issue at all.
