Cannot uncheck "Allow self to be designated as beneficiary"

Summary:

We have a plan that snuck through open enrollment with "Allow self to be designated as beneficiary" checked as a designation restriction. I have created a query and found that we have 18 individuals that opted for this. In our dev environment I have removed them all and backed out the life events. It is still giving me the error "You can't deselect the Allow self to be designated as beneficiary option because active beneficiary designations exist. (BEN-991377)".
One observation on my query is that after backing everything our there are still about 8 entries in the BEN_PL_BNF table that have open ended dsgn_thru_dts (4712-12-31). On most of them it ended up getting populated to 2025-12-31 after backing them out.
