Issue using routing configuration after 25D Upgrade

Summary:

The routing configuration legacy assignment rules are causing issues and showing all non scheduled activities in the routing summary which is causing confusion and cluttering the routing summary report. Additionally after switching back from legacy assignment rules the filters are not reappearing correctly

The routing configuration legacy assignment rules are causing issues and showing all non scheduled activities in the routing summary report. Thousands of activities are showing up in the routing summary report which are all non-scheduled activities. Additionally after switching back from legacy assignment rules the filters are not reappearing correctly and only 1 filter is getting repeated.
