Progress Notes on View Goal Details shows notes for all goals

Summary:

We added a Check-In that included items for each Performance Goal. When you click on the "View goal details" link under one of the Performance Goals, it shows Progress Notes for all goals (past and current, it appears) rather than just the selected goal. This is confusing. Do we have something set up incorrectly or is this a bug?
