Incumbent validation position control concern

Summary: We do not have enough incumbent validation position control. Without incumbent validation, we are able to hire two test candidates into a single-incumbent position. If we enable incumbent validation it doesn't give us enough position control. Refer incumbent validation settings below.

We do not have enough position control overall and here are our concerns:-

• Unable to use positions occupied by candidates in offer status without entering overlap (the position is “filled” by the candidate).
• Unable to use positions occupied by pending workers without entering overlap (again position is “filled” by pending worker).
  
• The line managers cannot transfer employees into positions occupied by candidates or occupied by pending workers.
