How can I mark Use a questionnaire as Required

Summary:

When the Recruiter clicks Request Feedback, we need the Use a Questionnaire checkbox to be selected by default to prevent the Recruiter from sending a Collect Feedback request without our internal questionnaire. How can we achieve this behavior in Redwood?

Or should it be mandatory for the recruiter to Recruiter select any questionnaire.
