unable to see messages tab in recruiting (hiring and candidate sourcing tile)

Summary:

We are planning to turn on the "Messages tab" for the client and as per the below documents have updated the admin with the privilages and tagged the same to a user.

However the Messages tab is not appearing.

Client has not enrolled for recruiting booster.

Followed the below document and steps.

Any suggestion to get the "Messages" tab will be very helpful.
