Is it possible to Create offer letter without job requisition or creating candidate in ORC.

Summary:

We have a client requirement wherein the clients wants to directly create an offer letter and send it to the candidate without the help of job requisition he can directly select the employee and create offer letter and send it.

In current scenario we can directly select candidate in job requisition move to the offer phase and create offer letter or we can go to candidate search and create a candidate but at the end of it we must move him to requisition in order to create offer letter but whereas is it possible to bypass the requisition and directly create the offer letter ?
