How HR specialist can share organization goal to Employee

Hi All,
We have a requirement in redwood that
1. HR admin should be able to get 'Publish this goal for your organization' button.
2.In the application after doing all the below setups this field is only showing under ME and My Team not under Myclient group.
- Profile Option – HRG_ENABLE_ORGANIZATION_GOAL
- Privilege – Manage Performance Goal for Organization
- Published Field in VBCS
Please suggest on this How HR admin can edit goal and select this button to share with organization.
