Order Management Redwood enabled but navigates back to classic on some orders

We have enabled Redwood for Order Management and are able to see orders in the new landing page. Sometimes when clicking the order number hyperlink, the navigation takes us to the Redwood version of the Manage Order screen. More often, clicking the hyperlink navigates to the classic Manage Order screen.

There does not appear to be a common theme as to why this occurs.

Has anyone seen this behavior and/or know what is wrong?
