Suspended benefit plan only if any changes are done

Summary:

Hi Experts,

We have a requirment where bussiness wanted to review and approve Health Savings Plan(HSA) enrollments when there is change in contribution amount between previouse and current enrollments. This applicable during the first time enrollement to the HSA plan as well.

I didn't find any configuration in the plan to control this. Hence, I have enabled the suspend option under Certification tab of the plan along with "Enrollment Certification Required" fast formula (give below) to suspend the plan only there is a change in contribution amount.

Unfortunately, the fast formula not working. Your input and suggestion on this will be muvh helpful.
