Enrollment Change Option and Plan if enrolled but also allow to Decline coverage

Summary:

The requirement for QLEs (marriage, birth, etc.) is to allow the employee to change the option in the current enrolled plan or decline coverage. The Decline is configured as its own Plan.

I have tried the configuration at the Plan Type level > Restrictions > Change Plan or Option. This shows only the plan the employee is currently enrolled in and allows option change only. BUT this does not show the Decline Medical Coverage plan.

I have tried the configuration at each Plan in Program level > Restrictions > Change Plan or Option, and for Decline Medical Coverage, I left the restriction open; neither approach works.
