Is there a way to attach Customer Profile at site level using Rest Api/Soap/WS

in Receivables & Collections

Summary:

I have loaded Customers using the UploadCustomerTemplate ie the Load Customer Using Spreadsheet/ 4 Tab FBDI.
As it only attaches the profile at account level, is there any other method to attach the profile at site level as well post loading. Are there any webservice api/rest/soap api's available for this?
Also is it possible to update those from 19 sheet FBDI ie TCA Bulk Import.
