Require help on in app notification link

Summary:

we are developing a custom report where user can see pending invoices either due to hold release or not yet approved by approver. we need to have a field in report which is in-app notification, clicking on which directs user to perform action like approve for example. Reporting team needs to know how they can incorporate or include such link in report. Anyone who has an idea please do suggest. Thanks in advance.
