Can you mass assign out tasks from the " Setup of Performance Goals Mass Assignment..." page

Summary:

Client created a process under the "Setup of Performance Goals Mass Assignment and Mass Sharing" page.

On this page they selected the process they created and hit "add goal" under that they added tasks. This was then mass assigned out. The issue is after it was mass assigned out the end user does not see the tasks. Can tasks be mass assigned out like this? Is there a workaround? This is very urgent, thanks!
